The formation in 2010 of Britain’s first coalition government since the second world war showed that the prospect of power could trump large ideological differences between two parties. But diplomatic relations between David Cameron’s Conservative Party and Nick Clegg’s Liberal Democrats have reached the table-thumping stage.“没有永远的敌我,只有永远的利益。” Last year saw bitter arguments over House of Lords reform and constituency boundaries. It ended with the spectacle of Mr Clegg theatrically rolling his eyes during the autumn statement, in which George Osborne, the Tory chancellor, announced new tax and spending measures. This year is likely to bring rows over press regulation, Europe, welfare cuts, green energy and departmental spending. Such is the antipathy that plans for a revised government programme were first delayed, then shelved, for fear of uncontainable hostility between the two sides. Instead, a more modest package of new measures will be announced in the spring. Astonishingly, the 2015 election aly looms over the coalition. Conservative thinkers are focused less on improving this government than on winning a workable majority next time. And the governing parties are preparing for combat. The Conservatives are targeting Liberal Democrat seats, convinced that their partners’ terrible poll figures will not recover. The Lib Dems will concentrate on fighting off Conservative challengers: at least they do not have to defend the coalition in such races, as they do when fighting Labour. The process of “differentiation”, in which the parties distinguish themselves from the coalition, has got under way early. Lib Dems miss no opportunity to remind voters that, unlike their Conservative colleagues, they support a “mansion tax” on expensive homes. An internal memo leaked in December revealed that the party plans to present itself as the conscience of the coalition, restraining Tories from “looking after the super rich while ignoring the needs of normal people”. The Conservatives, in turn, blame the sluggish economy on Lib Dem opposition to deregulation and to further spending cuts. The launch of the coalition was accompanied by ambitious talk of a grand realignment of Britain’s political centre. Mr Cameron hailed “not just a new government, but a new politics”, one in which “the national interest is more important than the party interest” and “where co-operation wins out over confrontation”. The partners declared the coalition agreement “more radical and more comprehensive” than their own electoral manifestos. The coalition, some suggested, was not a compromise, but an ideal. This brave new politics has given way to a cold war between the two sides. But it has not disappeared entirely. Bickering in public and on the back benches belies a strikingly businesslike atmosphere in Whitehall. Conflicts are carefully controlled: last year Mr Clegg even discussed his mutiny on boundary change with Mr Cameron before announcing it. In a sense, coalition discord is the opposite of the internal feud that preoccupied the last Labour government. Supporters of Tony Blair and Gordon Brown fought much harder behind the scenes than in public. Decision-making at the top of the coalition is a case study in the realistic and mature management of discord. Senior ministers seek consensus in a series of conclaves. The most significant is the “quad”, made up of the prime minister, the deputy prime minister, the chancellor and the chief secretary to the Treasury. Here, at Monday morning parleys between the two party leaders and in meetings of Cabinet Office panjandrums, compromises are brokered, assurances given and caveats established. The need for both parties to approve new measures has revived cabinet government: debate is more thorough and better documented than before. It helps that neither party wants an election. Both are doing poorly in the polls, and advisers caution that the public punishes leaders who fail to work together in the national interest, particularly at a moment of economic peril. The dangers of the nuclear option—one of the partners pulling out of the coalition, triggering a Conservative minority government followed by a new election—are a robust deterrent. But as a small, intricate network of senior figures forges consensus, a serious rift is growing between leaders and their parties. Intense dealmaking at the top of government makes it harder to modify measures once agreement has been reached. Tory MPs, many of whom are aly suspicious of leaders who share the Cleggites’ metropolitan, liberal outlook, feel shut out of the policy-making process. One backbencher criticises decisions “handed down from on high” by the “four or six” people who hold the reins of power. Grassroots party members are intensely grumpy at the concessions that coalition demands. There are rumblings among the Lib Dems, too, though of a different order. Mr Clegg, who is deeply unpopular and tarnished by his proximity to the Tories, looks increasingly vulnerable to a leadership challenge from the left of his party before the next general election. Mr Clegg and Mr Cameron are increasingly pulled in two directions. The public expects them to get things done, which requires flexibility and guile. Yet they are also expected (particularly by MPs and activists) to display solid principles and fierce loyalty to their tribe. The coalition partners are torn between nurturing their working relationship and managing their parties. In the year ahead, the two leaders will attempt to reconcile these two priorities. There may be more controlled explosions like Mr Clegg’s rejection of boundary change last summer. Differences of opinion once kept behind closed doors will probably be aired more openly. Both sides will talk up the fruits of their realpolitik, too: the coalition has been poor at selling its achievements. If they get the balance right, it will serve both parties’ permanent interests. If they get it wrong, 2013 may be the year the coalition cold war heats up. After years of underachievement and rising violence, Mexico is at last beginning to realise its potential, says Tom WainwrightTom Wainwright说道经过长年停滞和内乱,墨西哥终于迎来曙光The Apocalypse was on its way, and it would begin in Mexico. Where elsen When archaeologists dug up Mayan calendars that ominously seemed to run out in the final days of 2012, some doomsayers predicted the end of the world. To many Mexicans it seemed like just another example of their country’s unending run of bad luck. The steepest recession on the American mainland, a plague of H1N1 swine flu and a deepening war against organised crime had made the preceding few years fairly grim. In the Pentagon had given warning that Mexico could become a “failed state”. Armageddon would be the icing on the cake.《圣经·启示录》中的预言正在实现,而首当其冲的就是墨西哥。 But it turns out that the Mayan glyphs were misunderstood. The men with magnifying glasses now say that the world is not about to end—in fact, it seems that the Mayans were predicting something more like a renewal or a fresh start. Could the same be true of Mexicon? This special report will argue that there is a good chance of it. Some awful years are giving way to what, if managed properly, could be a prosperous period for Latin America’s second-largest economy. Big, irreversible trends, from a falling birth rate at home to rising wages in China, are starting to move in Mexico’s favour. At the same time the country’s leaders are at last starting to tackle some of the home-grown problems that have held it back. Many of the things that the world thinks it knows about Mexico are no longer true. A serially underachieving economy, repeatedly trumped by dynamic Braziln Mexico outpaced Brazil last year and will grow twice as fast this year. Out-of-control population growth and an endless exodus to the northn Net emigration is down to zero, if not negative, and the fertility rate will soon be lower than that of the ed States. Grinding povertyn Yes, but alleviated by services such as universal free health care. A raging drug warn The failure of rich countries’ anti-drugs policies means that organised crime will not go away. But Mexico’s murder rate is now falling, albeit slowly, for the first time in five years. A vast country with deeply ingrained problems and unreformed corners, Mexico could yet squander the opportunities that are coming its way. But there are signs that it is beginning to realise its potential. With luck, the dire predictions made by the Pentagon and others may turn out to be as reliable as a mis Mayan calendar. Preparing to lead Mexico into this brightening future is the party most associated with its past. The Institutional Revolutionary Party (PRI) ran Mexico without interruption for most of the 20th century, silencing opposition through a mixture of co-option, corruption and occasional violence. Only in 2000 did it give up its grip on power to the conservative National Action Party (PAN), which fielded two presidents in succession: Vicente Fox, a former executive at Coca-Cola, and Felipe Calderon, a lawyer whose father was a founding member of the party. On December 1st Mr Calderon will hand over the presidency to the PRI’s Enrique Pena Nieto, who won a clear election victory on July 1st. A handsome 46-year-old with a gift for communication, Mr Pena claims to be the opposite of the crooked party men who ran the country in its pre-democratic days. But will the change be more than superficialn? Mr Pena says his priority is to make the economy grow faster in order to reduce poverty. Nearly half the population are poor, many of them in the south (see map). To achieve more rapid growth he will need to introduce a series of big economic reforms, some of which Mr Calderon attempted during his presidency, only to see them get stuck in Mexico’s cantankerous Congress.

What do you buy the monarchist who has everything? One auction bidder has the answer: knickers that belonged to Queen Victoria. The buyer paid 6,200 (,900) for them on October 12th at an auction in Kent. At her death in 1901, Victoria bequeathed several dozen pairs of bloomers to her servants (“for loyal service”) but only one other complete pair has been found and sold. These drawers are interesting because the 52-inch (132cm) waist shows how well Her Majesty ate in later years. The sale is part of a growing market for the underwear of famous dead people: recent auctions have tried to sell the smalls of Michael Jackson, Anna Nicole Smith and Elvis Presley. Someone wanted 7,000 for the King’s briefs in 2012 but they didn’t sell. Only Victoria’s have sat on an actual throne. The London Stock Exchange and Deutsche B?rse hoped it would be third time lucky, as the pair confirmed they were in advanced talks about merging. The London and Frankfurt exchanges tried to integrate in 2000 and 2005, but their overtures were rejected by shareholders. Times have changed since then. Only 10% of the LSEs and Deutsche Borses revenues now come from trading in equities; both have expanded into derivatives, clearing houses and other financial services. Chinas government ousted Xiao Gang as head of the securities regulatory commission for failing to prevent the bubble, or manage the bust, in the countrys stockmarkets, which fell sharply again this week. Mr.Xiaos replacement is Liu Shiyu, the chairman of Agricultural Bank of China and a former deputy governor of the Peoples Bank of China. China, including Hong Kong, has surpassed America as the country with the most dollar billionaires, according to Hurun, a publication, and is home to 568 billionaires compared with Americas 535. The figures for China were based on share prices in January, and take account of tumbling stockmarkets. India came third on the list with 111 billionaires. Britain and Germany were joint fourth with 82 each, followed by Russia on 80. Mark Carney, the governor of the Bank of England, again dampened expectations of an interest-rate rise this year when he told a committee in Parliament that, on the contrary, he wasnt ruling out cutting the banks benchmark rate to zero if the British economy worsened. A fall in profit in its Asian business helped push HS to an 8m quarterly pre-tax loss (pre-tax pro?t for all of 2015 came in at billion). It also had to put aside money for legal costs as American regulators have now added HS to the list of banks they are investigating for employment practices in Asia. Standard Chartered made an annual loss of .4 billion, its first since 1989. Saudi Arabias oil minister surprised energy markets by reiterating that he would be happy to see oil prices fall to a barrel to squeeze out “inefficient, uneconomic producers”. The ministers remarks somewhat undermine the kingdoms pact with Russia to freeze oil production in order to boost prices (though only if other big producers do the same). BHP Billiton joined the list of mining giants to publish dismal earnings on the back of the slump in commodity prices, when it reported a .7 billion six-month loss.
