WASHINGTON — For years, ed States policy makers have been debating the idea of granting green cards to foreigners with science doctorates. The cell biologist Xiao-Wei Chen, at the University of Michigan, is no longer waiting for them to decide. Mr. Chen, whose work on cholesterol metabolism helped him win a job competition this year at the National Institutes of Health, is instead making plans to return home to China and his undergraduate institution, Peking University. “The opportunities there might be more nourishing for young people like me to develop scientifically,” he said. Mr. Chen remains in a minority. Most top-ranked Chinese students offered jobs at American institutions after finishing doctorates still choose to stay. “He’s more the exception than the rule,” said Denis F. Simon, a professor of politics and global studies at Arizona State University who specializes in China policy. Yet Mr. Chen might also be a warning flag: As Congress debates whether to extend green-card privileges to foreign students earning doctorates in the sciences, the question may be growing moot. Top-ranking students are aly finding that they can stay if they want — and many do not. The nation’s continuing disinvestment in science is making overseas options appear increasingly attractive. “Anybody in academe knows,” says Michael S. Teitelbaum, a Harvard University expert in the global competition for scientific talent, “the offers coming from Chinese institutions are getting more and more attractive.”“学术界的人都知道,”哈佛大学(Harvard University)的专家迈克尔·S·泰特尔鲍姆(Michael S. Teitelbaum)说。 As the world grows more interconnected, says Mr. Simon, distance from the ed States becomes less of an impediment to career success. Mr. Chen’s case gained attention in April during a Senate Appropriations Committee hearing with the heads of the major federal science agencies. The event was a call for helping the economy by investing more federal money in scientific research. Sen. Richard J. Durbin, Democrat of Illinois, took the opportunity to bemoan the loss of many accomplished Asian students. “What a waste, that we would bring this talent to America, train it, and then invite it to leave,” he commented. A bill Mr. Durbin has been promoting, backed by the Obama administration and leading lawmakers from both parties, would grant a green card, or permanent legal residency, to any foreigner who earned a doctorate in a science or engineering field at an American university and received a job offer based on it. The director of the National Institutes of Health, Francis S. Collins, responded to Mr. Durbin by telling him about Mr. Chen and the multimillion-dollar package he was offered by Peking University, and how China’s approach to pursuing research compared with the prolonged period of budgetary stress facing scientists in the ed States.NIH的院长弗朗西斯·S·柯林斯(Francis S. Collins)向德宾提到了陈晓伟的情况,称北京大学为他提供的待遇价值数百万美元。 “Certainly the visa situation is a big part of the issue, and it would be great to get that fixed,” Dr. Collins told the senator. “But even if that’s fixed, then people don’t see that there’s a future for them by staying in the American medical system — and it looks much brighter in Singapore or China or South Korea or Brazil — then they’re going to go where the opportunities are.”“当然,签是一大问题,如果能解决的话,是很棒的,”柯林斯对德宾说。 Some in Congress are concerned about declining federal support for science — the National Institutes’s budget is about 25 percent smaller than it was 10 years ago, in inflation-adjusted dollars. “China is about to eat our lunch,” Rep. Jackie Speier, Democrat of California, told a staff briefing last month on Capitol Hill. Speaking from Ann Arbor, Mich., Mr. Chen reiterated Dr. Collins’s point about economics being more important than visa rules. Even without the green-card legislation, versions of which have been pursued unsuccessfully in Congress for years, Mr. Chen said he had seen that most top-ranked foreign science graduates who really wanted to stay in the ed States managed to find a way. While a green-card bill may help foreign science graduates ranked at middle and lower performance levels, those recognized as star performers are eligible for visas, based on certain high-demand skills. “A visa is definitely not too much of a problem for many good people,” Mr. Chen said. Two of the most high-profile losses of foreign scientific talent in recent years — Shi Yigong, a Princeton University biology professor who left for Tsinghua University, and Rao Yi, a Northwestern University neurobiologist who decamped to Peking University — even had ed States citizenship and gave it up. Those cases, and that of Mr. Chen, suggest that foreign scientists consider factors more varied than may be assumed in many policy debates. Mr. Chen earned an undergraduate degree from Peking University in 2002 and went to Michigan, where he earned a doctorate in physiology in 2008. This year he was among a handful of winners chosen from several hundred applicants for the Stadtman Tenure-Track Investigators program at the National Institutes of Health. But the actual appointment of a Stadtman winner to an N.I.H. division is dependent on annual budget allocations, and Mr. Chen was told that he would probably need to wait another year or more to get a posting. Instead he accepted the offer from Peking University, which included modern lab facilities, a supply of graduate students, and — most important, he says — confidence that his budget would remain robust for many years to come. Rather than hold out the prospect of a visa that becomes an increasingly less valuable enticement for top foreign scientists, ed States policy makers might instead consider reviving federal support for research and making conditions easier for American scientists to collaborate with global partners, said Mr. Simon, of Arizona State. Still, the relatively few top science graduates who return home to foreign countries should not be regarded by Americans as somehow “lost” or “wasted” investments, he added. “The interesting question is not whether one stays or goes,” he says, “but what one does wherever they are.”“问题的关键并不在于离开还是留下,”他说,“而是做什么,无论他们身在何方。”

You can’t take the Warner out of Time Warner TWX -2.94% , but apparently you can kick Time to the curb. And get paid in the process. Time Inc., the venerable magazine publisher whose titles include Fortune, this morning was spun out into an independent company by Time Warner and has begun trading on the New York Stock Exchange under ticker symbol TIME -0.77% . Not only do shareholders in the former parent get new Time Inc. stock, but Time Warner also received 0 million via a one-time dividend paid out of Time Inc.’s .3 billion in recently-issued debt. Here’s the bull case for Time Inc: For years, the company had basically served as a piggy-bank for Time Warner, generating hundreds of millions of dollars in profit that it rarely got to reinvest in its own business. Why rock the boat with new digital initiatives when the paper mags provided steady, if declining, treasure? Now Time Inc. gets to chart its own course with new management, and aly has begun bulking up its Web properties (including this site, which launched just last week with more than a dozen new staffers). In short, innovation will no longer be stifled. Time Inc. aly has plenty of brand equity, and now it actually gets to evolve the brands to meet the current market. Here’s the bear case: Time Inc. may not actually know how to innovate, or at least not how to do it at scale. After all, it’s pretty tough to flip the switch when those mental muscles have been atrophied after more than a decade of being told “No, don’t spend money on that.” The up-and-coming digital talent wants pre-IPO stock at places like Buzzfeed, not options in a maxed-out Time Inc. Plus, there is all that new debt. It’s not completely unwieldy, but certainly makes Time Inc. less nimble than a rival like News Corp., which received billion in cash and zero debt when it was spun off NWSA -0.17% last year. Here’s the pragmatic case: There have been concerns that Time Inc. shares would sink like a stone in the early days. After all, Time Warner shareholders have been told for years that Time Inc. is a drag on earnings, so wouldn’t they want to dump fast when given the new shares? Short-seller paradise. But Time Inc. stock actually climbed in pre-market trading, suggesting two factors in play: (1) Shorts may be holding off, out of fear that they’d get squeezed if Time Inc. manages to sell off a crown jewel or two. (2) Time Inc. still does have much better financials than its reputation indicates, and even skeptics may be a bit curious to see a quarter or two of independent performance. This is where it’s worth emphasizing that I don’t come to this as an unbiased reporter. Instead, I’m on the inside looking out. My colleagues and I seem to share a sense of time-constrained optimism. It’s a sprint for the privilege of running the longer race. Consider Time Inc. a startup of sorts, or at least a leveraged reboot with an extraordinary amount of brand equity. Like most startups, there is a high probability of failure. But it is hardly predetermined. /201406/305475The dating world is cruel. No matter how much we stress the importance of “inner beauty” and kindness and a sense of humor, looks are undeniably a big asset in the dating game. It’s the dream of every average-looking guy that, having been rejected by a handsome beau, the beautiful woman he admires from afar will realize her error in judgment and take notice of him. Well, dream on, because this scenario is highly unlikely, according to newly published research. 。The study, which focused on the responses 126 female undergraduates had after romantic rejection, was led by University of Toronto (Canada) psychologist Geoff MacDonald. Researchers found that “rejection by an attractive man also led to derogation of, and distancing from, an unattractive man – even when that unattractive man offered acceptance.” In other words, after being rejected by a hunk, women were found to be more inclined to reject a less attractive man. The likely reason, the researchers write in the journal “Social Psychological and Personality Science”, is that accepting the affection of a “low-status” person “may imply one is of similarly low status,” thus making the pain caused by the initial rejection even worse. The implication here is obvious: Looks are closely associated with status, at least in the dating world. Pacific Standard magazine writes the 126 test subjects were asked to look at two made-up profiles, one of a good-looking guy, the other of an unattractive one. They were told that they could potentially meet these two men at the end of the experiment. The women then received feedback from each of the men indicating whether they wanted to meet. The women were then asked to indicate whether they were interested in meeting each man, and rated both in terms of physical attractiveness and romantic appeal. Not surprisingly, the women who were rejected by one of the men gave him lower ratings. The researchers think that their reasoning probably went like this: If he doesn’t want me, he can’t be that great anyway. But surprisingly, “participants who were rejected by the attractive man were also relatively uninterested in meeting the unattractive man,” write the researchers. What’s more, they were also more inclined to evaluate the unattractive man harshly. What is the reason for this? MacDonald told academic publishing company Sage Publications: “What people want is not immediate acceptance itself, but a sense of assurance that the person is acceptable to the sorts of people they want to be connected to.” Isn’t that a bit shallow? As if romance is all about face and what other people think. But of course, the researchers based their conclusion on perceptions of college students. We can console ourselves that, as we grow more mature, we may realize status can be conveyed by means other than physical appearance. Or maybe we will grow more confident and begin to realize true love is more important than the opinions of our peers.
